Open your PSP and make a new blank image size 400×150.
Click the Flood Fill Tool or press F in your keyboard.
Fill it with the color you want your border to be. I’ll be using the color #F72D95.
After you’ve filled it, click the Text Tool or press T in your keyboard.
Choose the font, font style, font size and font color you want or you can match your settings like mine make sure that you chose Floating in “Create as” dropdown.

Now click on your filled image and type whatever you want then hit Apply. You will notice some marching ant-like aroung your texts.

Now, go to selections > modify > expand.

A box will pop up. Make your settings like mine then hit OK.

Now, open a new blank image size 400×150 again but fill it with different color. I’ll be using #EEEC50.
