Open your image in PSP. I’m using the image below:
Click the text tool 
or press ctrl+T in your keboard.
Set your own font, size and style. You may use Floating and Vector. Do not use Selection. I’m using floating by the way.
Choose the color you want to use in your color palette.
Click anywhere your image. A Text Area will popup. Write anything you want then click Apply.
Drag/Move the text where you want to place it.
Save your work.
