Open your image in PSP. I’m using the image below:

Click the free-hand selection tool.

Make your setting like mine.

Draw around the picture and when the two ends meet, double-click. The border should be moving.
Now, press ctrl+x, the image will be gone. Open a new image with a black background or any color you like.

On your new image, press ctrl+e. Your image will appear.

Now go to selections>modify>expand.

A box will pop up, put the number of pixels as whatever you like then click OK.
Press ctrl+c then ctrl+v. You’re done!

Save your work.
