Open your image in PSP. I’m using the image below:

Duplicate the image by going to Layer > Duplicate.
Now, go to Adjust > Hue and Saturation > Colorize. A box will pop up, make your settings like mine.

Duplicate the image again by going to Layer > Duplicate.
Go back again to Adjust > Hue and Saturation > Colorize. A box will pop up, make your settings like mine.

After colorizing, go to Adjust > Blur > Gaussian Blur and make your settings to mine.

Press F8 in your keyboard, the layer box will appear in your workspace. Make the settings like the one below. Set the layer to Hard Light.
