Open your image in Paintshop Pro. I will be using the image below:

Create New Raster Layer by clicking Layer > New Raster Layer.

A box will pop up! Now need to edit anything just click the OK button.

Now click the Flood Fill Tool or hit F in your keyboard.

Choose FFFFFF (white) as your foreground color.

Fill your Image.

Now go to Effects > Texture Effects > Tiles.

Make your setting like mine then click OK.

Then go to Layers > Properties.

A box will pop up. Set the blend mode to overlay and play about with the opacity to get the effect you want.

Click the OK button and you’re done!

Save your work!
