Open your image in Paintshop Pro. I will be using the image below:

Now go to Adjust > Add/Remove Noise > Edge Preserving Smooth.

A box will pop up! Make your setting like mine.

Go to Layers > New Adjustment Layer > Posterize.

A box will pop up! Set the adjustment layer to 14 and then click OK.

Hit F8 in your keyboard. Layer will appear on the right side of your work space.

Right click Background and choose Duplicate.

You will see the Copy of Background. Right click it, choose Arrange > Bring On Top.

Go to Layer > Properties.

A box will pop up! Set blend mode to Overlay or Screen (I’m using Overlay).

Click OK and you’re done!

Save your work!

can i do this vector in adobe cs2?
